No no no Margo you are wrong, the hardest tests are in Sweden

In Sweden 0 vets are allowed to say if it is HD or ED,
The veterinarians only take X-ray and after that thay send the photos to a expert committee.

This committee will make the decision and put the result in the Swedish Kennel Club data base, where you and all uther can read it

In Sweden there are no hide from a bad HD or ED result, hard but good

In Holland is the same system:

• Principal every vet can make HD X-rays, but they have first to sign an agreement with the Dutch Kennel club.

• The vets are only allowed to make X-rays by strict position rules and they have to send the X-rays to the specialist committee
(when the position of hips on the X-rays are not 100% correct the X-rays are not excepted by the committee)

• The vets are also not allowed to say official anything about their thoughts about the result (but some of them do, and then the owner sometimes decides that he don’t want to send the X-rays to the committee. They prefer to have no HD results on pedigrees of the offspring instead then worse results… )

• The committee judge and evaluate the X-rays and send their decision about the result to the Dutch Kennel club, the breed club and the owner

• This official HD committee is a part of the official HD Dutch Kennel club in section Health, behavior and wellness (GGW in Dutch)

• And only the HD results of this committee of experts are official!

The only difference is that you can’t find in Holland all the results of dogs of every breed in public domains!
The Dutch kennel organisation only publish the HD results on the pedigrees of the offspring
And it depends of every breed club if they will publish HD results for their members in club magazines.
And the Dutch CsW club publish the official HD results in their magazine

About making X-rays in other countries then where a dog is registered:
In 1991 is made a decision by the scientific committee of the FCI that dogs only can have official HD X-rays in the country where they are registered.
And the HD X-rays and results made in other countries, would not be registered and recognised by official kennel clubs of FCI.

But I don’t know if this rule in the mean time is changed!
Does anyone of you know more about this?

And about age for making X-rays:
The official minimal age for making X-rays is according the Dutch Kennel club (based on the FCI rules) 12 months . (but breed clubs can make their own other decisions in this)
Only for some “big” breeds there is an official rule for minimal age of 18 months (Maremmen mountaindog, Bordeaux Dog, Bullmastiff, German Dog, Landseer E.C.T. , Leonberger, Mastiff, Mastino Napoletano, Newfoundlander, Pyreneen Mountaindog, Sint Bernard)

In Germany it is the same systhem as in Sweden and Netherlands. And if you think the result is wrong you have to get new x-rays done at a veterinary radiology of an university that are send to expert-gremium that is different to the usual one.

Also in Denmark we have same system as in Sweden, Netherlands and Germany ...I am not sure we have public database where ALL HD and ED results is displayed ? but all dogs who are registered in DKK will have all results of HD/ED, mental-tests, dogshows, exams and litters registered in the DKK database.
