To try to undrstand this as a Scandinavian I must ask...

according to the papers, Was the puppys born in Luxemburg than leagly transported to France ???

If that is the case, in Sweden to sell a Imported puppy you must have goverments autoritys approvel, for second hand sell. This to stop Dog Trafficing.

But maby France dont have Dog Trafficing law, or maby France autoritys have approved a whole litter to change country ???
But that sund even more crazy to belive than smuggleing ???
