Like most things regarding dogs, in the US it is largely unregulated when a pup is taken from it's litter.
 I hear way too many stories of "I got my puppy when it was 5 weeks old..." The AKC gives papers within 2-3 weeks of the original application, which can be sent the day the puppies are born.
